Among the numerous obligations RTOs face post-registration—annual declarations, AVETMISS reporting, marketing compliance—validation is often the most dreaded.
We have numerous articles on validation, but let's go back to the term itself. ASQA defines validation as a quality review of the assessment process.
Simply put, validation confirms which aspects of an RTO's assessment process are right and identifies where improvements are needed. A clear understanding of its main components makes it less intimidating.
According to SRTOs 2015 Clause 1.8, RTOs must ensure that their assessment systems, including RPL, comply with training package requirements and adhere to the Principles of Assessment and Rules of Evidence.
We are required by the standards to carry out two types of validation.
The initial assessment validation ensures your RTO's assessments comply with the training package requirements.
The next validation type confirms assessments are conducted following the principles of assessment and rules of evidence.
Thus, validation is performed both prior to and following the assessment. The first type, assessment tool validation, is the focus here.
Understanding the Two Types of Assessment Validation
What Does Assessment Validation Mean?
As mentioned earlier and in one of our previous blog posts, validation is split into two stages: (1) assessment tool validation and (2) post-assessment validation.
Pre-assessment validation or assessment tool validation focuses on the first part of the clause, ensuring that all unit requirements are met and that workbooks are entirely compliant.
In post-assessment validation, the emphasis is on implementation, ensuring that Registered Training Organisations conduct assessments as per the Principles of Assessment and Rules of Evidence.
Our focus in this article will be on assessment tool validation.
How to Conduct Assessment Tool Validation
Now that we’ve differentiated the two types of validation, let’s examine assessment tool validation in detail.
Appropriate Times for Assessment Tool Validation
The objective of assessment tool validation is to ensure that all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.
This means that whenever new learning resources are acquired, assessment tool validation must be performed before they are used by students.
There's no need to wait for your next 5-year cycle validation schedule. Validate new resources immediately to ensure they are suitable for student use.
However, there are additional reasons to conduct this type of validation. Perform assessment tool validation also when you:
- your resources get updated
- your scope includes new training products
- you review your course against training product updates
- learning resources are identified by you as a risk during your risk assessment
ASQA applies a risk-based regulation approach, expecting RTOs to do regular risk assessments. Hence, student complaints about learning resources are a good reason for assessment tool validation.

It's important to remember this validation ensures that all learning resources are compliant before use. All RTOs need to validate resources for each unit.

Course Materials
Since you are validating your assessment tools, you will require the entire suite of your learning resources:
Mapping tool – this is the initial document to review. It identifies which assessment items address unit requirements, speeding up validation.
Learner/student workbook – validate its suitability as an assessment tool. Confirm that instructions are clear and answer fields are sufficient. This is a common problem.
Assessor guide/marking guide – check that instructions for assessors are adequate and that there are clear benchmarks for each assessment item. Clear benchmarks are essential for reliable assessment outcomes.
Other related resources – may include checklists, registers, and templates developed separately from the workbook and marking guide. Validate these to ensure they suit the assessment task and address unit requirements.
Panel of Validators
Clause 1.11 outlines the requirements for validation panel members, noting that validation can be done by one or more people. Typically, RTOs require all trainers and assessors to attend and may invite industry experts.
Collectively, your validation panel must have:
Vocational competencies and current industry skills applicable to the unit being validated
Up-to-date knowledge and skills in vocational teaching and learning
One of the following training and assessment qualifications:
TAE40116 Certificate IV in Training and Assessment or the equivalent successor
Validation form/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

Assessment Core Principles
Fairness – Is equal opportunity and access provided to everyone in the assessment process?
Flexibility – Are various options provided in the assessment to demonstrate competence based on different needs and preferences?
Validity – Does the assessment measure what it is supposed to measure? Is it a valid tool for evaluating the required skill or knowledge?
Reliability – Will the assessment yield the same results every time, no matter who conducts the training? Will different assessors make the same decision on skill competence?
Basic Rules of Evidence
Validity – Is the evidence confirming that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?

Authenticity – Is the assessment tool proving that the work is the candidate’s own?
Currency – Do the assessment tools correspond to current units of competency and industry practices?
Even though these are often covered in VET professional development and nationally recognised training, many tools still struggle with these requirements.
To prevent employing learning resources that miss some unit requirements, be sure to follow these guidelines:
Act on Your Words
Pay close attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:
Carry out each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:
change diapers
prepare bottles, feed babies from bottles, and clean equipment
solid foods preparation and feeding babies
respond suitably to baby signs and cues
prepare and settle babies for sleep
monitor and foster age-appropriate physical exploration and gross motor skills
Having students explain the process of nappy changing for babies under 12 months doesn’t meet the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.
Mind the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Full or Not Competent
Observe the lists. As noted above, if students are asked to perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Every assessment item should have clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, make sure your instructions do not confuse students or assessors. For example:
